PROJECT DESCRIPTION

A Center for Children's Learning & Meals and Community Education called 'Cayetano's Home for Children' or 'CHC'
will be established in Samar, Philippines, centrally located to 8 of the municipalities declared to be the poorest region
in the country.  The Center will provide for the children's meals or snacks, for children to do their homework and
projects, for tutoring and for the parents and community to attend classes and training.

CHC will heavily involve volunteers who are students from different high schools and colleges and also volunteers
from the government sectors, community leaders and professionals.  Student volunteers will have to complete 8
hours training to effectively tutor children in Math, English, Science and the use of Computer.  Government workers,
community leaders and professionals will be conducting classes for children to be good individuals and good
citizens, classes and training for parents and the community to help improve the lives of neglected, disadvantaged
and impoverished children.  

The Project is the first of its kind in Catbalogan and its neighboring communities.  All events, projects, and programs
will be monitored, recorded and properly documented to measure the Center's impact in changing the lives of
children and changing the attitudes of parents and the community towards them.

Periodic evaluations will be conducted to determine the effectivity of the Project in 1) helping the children improve their
situation and 2) working with student volunteers to effectively tutor children and working with government workers,
community leaders and professionals to influence parents and community to enhance the lives of children.


BACKGROUND INFORMATION/STATEMENT OF PROBLEM

Hunger is the major problem a child faces each day in a third world country.  Lack of basic school necessities
discourages a child from going to school, or when in school cannot focus on his/her studies.

The Center will be opened in Samar, Philippines, centrally located to 8 municipalities that are the poorest in the
country.  In one municipality, the poverty incidence is up to 72.16 (National Statistical Coordination Board Estimation
of Local Poverty in the Philippines - November 2005).  This means that 7 out of 10 people are poor.  The Center will
serve as a place for children to have their snacks/meals, do their homework and projects and for tutoring.

The Center will seek volunteers from local government workers, community leaders, professionals and students.  
Professional volunteers will hold classes for children about Goal Setting, Leadership, Confidence, Cooperation,
Perseverance, Responsibility, Integrity, Discipline, Enthusiasm and Respect.  Volunteers will also conduct classes
for parents and adults in the community about Nurturing Children, Nutrition, Hygiene, and the importance of Clean
Environment.

Volunteers will have a strong influence in changing people's attitude toward the improvement of the condition of
impoverished children.  The Center will provide for children between the ages of four and eleven years old which is
approximately 23.1% of the 641,124 population of children of all ages in Samar (National Statistics Office - 2000
Census of Housing).

The Project will be the first program of its kind in Catbalogan and its neighboring communities.  All events, projects,
and programs will be monitored, recorded and properly documented from start to finish.  The Center's impact and the
effect in terms of changes in the community will be monitored and documented as well.


PROJECT DETAIL

Goals & Objectives

Goal #1 - To improve the condition of hungry, struggling and disadvantaged children

   
Objective 1.1  To feed children with nutritious snack/meal once a day from Monday to Friday

   Objective 1.2  To provide children with basic school necessities such as books, papers, pens, pencils,
                             coloring papers, crayons, construction papers.  (These will be given to the children at          
                             the beginning of the school year)

   Objective 1.3  To provide tutoring for school children after school hours to reinforce what they learned
                             or to help them with what they did not otherwise comprehend at school

   Objective 1.4  To teach children the use of Personal Computer.  Supervised group exercises and
                             drills of basic PC functions (such as using the control, shift and function keys) will lend
                             to individualized and personalized learning on the PC

   Objective 1.5  To teach children to be good individuals and citizens

   Objective 1.6  To assist parents in obtaining aid from the government or loan from a bank by
                             providing them with relevant and necessary information

   Objective 1.7  To help parents obtain employment by providing them with leads and assisting them with
                             job application

   Objective 1.8  To monitor and document the ongoing developments in respect to children's learning and
                            progress and the parents' and community's involvement and participation to enhance
                            children's lives

Goal #2 - To use volunteers effectively in helping the children and the community to learn and incorporate
             what they learned into their everyday lives

   Objective 2.1  To recruit students to become volunteers for tutoring (10 to 20 student volunteers per
                             month)

   Objective 2.2  To provide student volunteers with 8 hours training to effectively teach children in math,
                             science, language and use of computer

   Objective 2.3  To recruit local government workers, community leaders and professionals to become
                             volunteers to train, teach and educate children, parents and adults in the community
                             (2 to 4 volunteers per month)

   Objective 2.4  To assist government workers, community leaders and professionals with lists of
                             training, classes and educational materials that they can provide for the children, parents
                             and adults in the community

   Objective 2.5  To monitor and document the type and impact of volunteers and the learning that takes
                             place for evaluation and for comparison use within the organization and without


EVALUATION PLAN

Formative Evaluation -
will be conducted through interviews and discussions.  Children, staff, volunteers,
parents and adults in the community who participated in the project will be asked about the daily operation of the
Center, about the meals/snacks served to children, training, education and assistance provided to parents and adults
in the community and other questions to provide feedback for the ongoing improvement of the operation of the
project.  The Project Evaluator will meet with project staff regularly to share and discuss findings from the formative
evaluation and how they have been used to improve Project operation.  Formative Evaluation is primarily qualitative in
nature.

Summative Evaluation - The summative evaluation will start with the organization's baseline data at the beginning of
the Project.  Data for the summative evaluation will focus on the two primary goals of the project and each of its
objectives.  Summative Evaluation is primarily quantitative in nature.

        interviews of parents and adults in the community to assess their ability to effectively apply what
                 they learn from classes or training (Objective 1.8)
